What is wrong with you? Chicago shall always be the Second City.

Bring back the sweeping annexation powers the City of Houston once enjoyed and we could get this accomplished with a few strokes of the pen.

Don't they still have these powers, but simply choose not to exercise them in fear of upsetting the municipal political balance?
