33% of registered voters are African-American.

The tract with Angola has around 5K people, with 3K of them being African-American.

The tract is not entirely Angola, but when you take out that tract, the West Feliciana African-American population drops.

3-2, 3-3, 5-2, 5-3, 7-2 and 7-4 are all majority African-American in registration

Obama won

3-2 (408 reg, 255 AA): 185-70
3-3 (628 reg. 511 AA): 346-41
5-2 (644 reg, 354 AA): 247-144
5-3 (286 reg, 196 AA): 124-31
7-2 (558 reg, 386 AA): 279-80
7-4 (83 reg, 61 AA): 39-5

Obama lost every other precinct except 5-1, which was a 37-37 tie (139 voters in 5-1, 76 white, 63 black)
