They could still mess this up...

especially depending on how the House goes, and if Boehner follows the Hastert Rule or not...

but right now, I think it's likely that it will actually happen this time.

I have my doubts that it will pass this year. It could be like HCR but hurting the 'pubs if they go all apesh*t on immigrants.

When the 2016 candidates, presumably including Rubio, are attending primary debates throughout 2015?

If we get presidential primary debates in 2014, then the deluge is truly here.  No, I'm thinking of the window between the mid-term primaries and the mid-term general election.  Once the Congressional primaries are over, there will be fewer Congresscritters who need to hold to extreme views.  They'll either be already primaried, in safe seats, or in a competitive race where having a moderate position could help them in the general election.

If it doesn't get done in 2014, serious immigration reform will likely have to wait until 2018.  The period between the mid-term primaries and the mid-term general election is the best time to approach some issues, especially if they involve a compromise between the parties.  Immigration reform is just such an issue.
