Even though it has been the most Democratic of the three lately, I am going with Delaware.  It swung wildly to Trump this time, and W was able to keep it somewhat close in 2004.  Plus, it is small, so there are not that many voters to swing.

New Mexico, followed very closely by Delaware.

OR is basically impossible.

I could easily see DE flip before NM, though. Of course all three states are unlikely to flip.

New Mexico. Next would be Oregon but that's only happening if there's a major left-wing spoiler.

New Mexico, since Trump has the most room to grow there, but it's almost certainly not going to happen.

Probably none of them ever.

But out of the three I would say New Mexico.   It's both rural and slow-growth,  both things Republicans do well with.

New Mexico, but none are likely to flip in the near future.

New Mexico. Delaware Republicans are weak.

DE is the kind of state Trump could flip if he governs moderately. Northeastern whites could swing pretty heavily to him, and Christie proves the right kind of Republican can win in this region. Trump isn't the kind of Republican to win NM, and no Republican is winning OR.
