Why are they referring to her as "newly elected Rep." ?   She won a primary.  Can anyone explain?

The article appears to be talking about Donna Edwards in MD-4. While she's technically not a "newly-elected Rep.", that district is overwhelmingly Democratic so the General Election is just a formality.

To an extend, but she's not one of my favorite lawmakers.  On many issues I agree with Musgrave, but on some I disagree with her.
