I have introduced a constitutional amendment aimed at clarifying the way abstaining votes are to be treated in popular votes. The current wording of the constitution states that amendments are adopted when two-thirds of the people voting approve it, i.e. when two-thirds of the People voting vote "Aye". Thus, abstaining votes can be regarded as having the same effect as "Nay" votes, which I think should be changed. The full text of my proposed amendment can be found here:

Abstain votes aren't Nay votes

Article VI, Section 1, Clause 1 of the Mideast Constitution shall be amended to read:

The Governor, Lieutenant Governor, the Assembly, or a group of at least 25% of the registered voters in the Mideast shall propose Amendments to this Constitution, which shall be valid to all intents and purposes as part of this Constitution when ratified by a two-thirds majority of the People voting; abstaining votes shall be omitted from the count.

I would like the thank the governor for taking up this amendment and encourage the Assembly and Mideastern citizens to support it. It has always been a strange quirk of our voting system to count Abstaining on a measure the same way a nay vote would count. Many voters are confused and unaware about this system and it's time to correct it.

You're right. It should be 6 votes. I forgot to subtract off the vote taken for the surplus distribution.

It doesn't change the outcome at all.

I'd like to chime in and suggest to the governor that this bill, while it does disproportionately benefit the poor, also subsidizes energy usage, and presumably fossil fuels. It would act as a sort of reverse carbon credit. I think there are better ways to help low income Mideasterners, such as a sales tax reduction on all goods and services (at a lower percentage obviously), if we're going to spend the money on it.

I think this is enough of a problematic gray area that I think we need an explicit law or ruling on it in any case. It really would be unacceptable, whatever the outcome is here, to have in place for future elections a policy that posts visible only to moderators would count toward activity requirements.

There's also another little loophole in our voting laws at play here: if ZuWo had opened the voting booth 10 minutes earlier, MasterJedi's vote would have been valid regardless. This leaves open the possibility of a governor selecting when to begin an election on the basis of making a voter eligible or ineligible should his 10th post have been 56 days prior to the day the election can begin. I suggest the law should be 10 posts in the 56 days prior to the earliest possible time when the election could legally begin.

Now, I suspect ZuWo was unaware MasterJedi's vote was apparently invalid under current law until well after the election began (not alleging any foul play here, and in fact foul play would have led ZuWo to make the opposite decision if he was trying to). I just want to make that clear Tongue This is merely a hypothetical that could apply to a future election Wink
