As WillK said you have many Hispanics in this country who have been here for generations, many of whom speak little if any Spanish. 

Also interaction might be part of it.  The Hispanic population in Nassau County is 13%, African American 11%, so its pretty close to one another.  However, you are likely to find more areas that are majority African American than Majority Hispanic, but will also see more areas with a sizable Hispanic population than sizable African American population.
