Generally I favor minimizing entanglements but then part of me says sometimes you can minimize future entanglements with some involvement now, so it is a tough one for me.

Why is section 5 being cut? Were it not for that I would lean towards supporting the amendment, though I would also prefer to keep section 3 as well considering the circumstances they are in.

Section 5 is all about the conditions on which the money is being given to the Ukrainian government. Since this amendment directs that the goals of this bill instead be accomplished through funding to entities other than the Ukrainian government, it is not relevant.

Sure, but in that case wouldn't section just be amended to reflect that change instead of removed?

In World War I, the supply of Cardiff coal to Petrograd (St. Petersburg) by sea was cut by the German blockage and so they had to train up huge coal drags from the Donets basin to keep the Steel and Iron industry of the Vyborg district running as well as to provide at least some heat for the city, over tracks that were already overstretched to handle the huge flows of supplies to the front and at a time when capcity of the railroad dropped by 60%.

Now the shoe is on the other foot.

So I shall break the tie:

Seriously, I'm saddened to see that 4 senators missed the vote. Well, this is a problem with communication I guess. You were probably unaware there was a vote.
So, first reform I will do: I will PM all of you when I will open a vote! 

The topic title was not updated when Cincy opened the vote, that is why it was missed by so many people.

PMs will probably be necessary, especailly where bills where we cannot update the thread topic titles between us like this one started by Cincy (Cincy seems to be rather detached, his response to my last PM was that he was retired adn something about his lawn).

I used to send out PMs, rather sadistic and creepy ones to get people's attention. People began to not appreciate them and even grumple about them and twoards the end of last year once Gass, Nappy and Xahar had left, it didn't appear to be necessary as people were voting rather regularly and so I stopped. I should have started again in March.
