Really I think dead0man made the best point here, there's already plenty of places to gamble in or near New York, so doing this thinking you're going to prevent more widespread gambling is just silly. It's kind of the same point made by people who support a casino in downtown Minneapolis (including Mark Dayton), there's already hordes of Reservation casinos in Minnesota including the ones in Scott County not even a 30 minute drive from the core of the metro.
