No but should be given a warning with future comments leading to a dismissal 36%

Not a single one gets to 50% and the one that is closest is the one for which the actionable policy choices are the most opaque and undefined.

Technically, increasing the number of regions has an aggregate support of 53% (although some might've voted for both)
