I disagree.  Its part of the Mid-Atlantic.
The Mid Atlantic is part of the Northeast. The Northeast consists of the Mid-Atlantic and New England.

I was quite surprised when I learned that the U.S. Census Bureau includes Delaware with The South.

Some time ago there was an idea to move it into the Northeast. It was rejected for consistency's sake.
