United States Code, Title 3, Chapter 1, Section 7 states, "The electors of President and Vice President of each State shall meet and give their votes on the first Monday after the second Wednesday in December next following their appointment at such place in each State as the legislature of such State shall direct."  This law has been in effect since the 1936 election.

In case anyone else has been wondering why such an odd date description was chosen, I figured out that no matter on what date Election Day falls, the Monday after the second Wednesday of the December following Election Day is always the sixth Monday after Election Day.
