Downstate =/= Southern Illinois!  Southern IL = bottom third of counties in the Land of Lincoln, "Downstate" = everything in IL outside of the Chicago metro area.

where is the line?  Everything south of Springfield?  Further south than that?

I personally would probably use south of Effingham?  Start hearing an accent right about there.  Anywho, I THINK Wikipedia has an "official" county breakup.
