Even worse, this will massively hike the enrollment of community colleges and put a strain on them if Junior colleges include community colleges and I guarantee that fraudsters will try to start junior diploma mill colleges.

Also, I was thinking; would online colleges count as colleges in the US? Let's say some guy from India decides to enroll into the Penn State World Campus and despite never setting foot in the US, he would get a green card via his graduation under this plan; wouldn't he?

In Canada, plenty of South Asian “students” enroll in useless majors in diploma mills and after they graduate they work in completely unrelated fields which don’t require education.
